For MOBITEL CELLCARD internet and MMS to work on Android phone
you must create two APNs. Only one of the APNs will have the
select button displayed. There may be easier way but this works (at least on Galaxy S)

After creating both APNs reboot phone before using. To test MMS go to
camera and send a picture (share) to yourself using messaging.

To create: [Settings] [Wireless & networks] [Mobile Networks]

Thank you for this update. According to the qb web site at http://www.qbmore.com.kh/download/handsetconfiguration.html the proxy settings are only needed for MMS profile (where the APN is also different: MMS). I do not have qb SIM card myself and thus can not verify if this proxy setting is required for normal WWW access through GPRS or only for MMS.

And the qb Proxy IP 172.16.96.66
Proxy Port 8080

I think that qb is have one prefix , (080) why you dont update.
